While one could change the wallpaper even in Windows 3.1, you cannot do so in Windows 7 Starter Edition. Moreover, by default, Windows 7 Home Basic edition allows you to change the desktop.
Its interface is very similar to the one we find in the built-in desktop manager for Windows 7. Choose the picture you want to set as background and enjoy it. In fact, you can choose several pictures and have the background changed automatically by the program.
In short, Oceanis Desktop Wallpaper is the tool you need if you want to change the wallpaper when using Windows 7 Starter.
